It's Olaf we have to thank for this great program (and the astounding XCC codebase). All I did was make a few changes I needed in order to finish the tilesets I was working on.

Changes (Oct. 6, 2005):
-Added radar colour changing; added AutoColour tool which exacts the 'official' behaviour (with one obscure exception =P). It can be found in the Properties dialog.
-Added Resize tool to change the width and height, in tiles, of a loaded template.
-Newly inserted tiles now contain the contents of the first tile rather than garbage.
-Added Copy/Paste Z Data/Extra Z Data
-XCC TMP Editor originally forced the 'Has Z Data' bit to true upon saving (which broke randomly varied tilesets such as LAT sets). It now remembers the loaded value which can also be changed.
-Uses XP visual styles. Added new (albeit a little too perky =P) icon.
-Other small fixes

Future plans (not any time soon >_<):
-Add new 'tile number' column to left pane (it's seriously annoying to lose the correct tile order by clicking on a header by accident)
-Fix annoying Restore/Maximize/Restore/Maximize/Restore/Maximize/Restore/Maximize/Restore/Maximize issue when loading many files (should load all files in queue, then (optionally) maximize after loading the last)
-AutoColour all tiles in a set at once
-Set the individual tile size for a new tileset
-Change the individual tile size for an existing tileset (and apply some sorta shrink/grow code)
-Radar-style micro preview using radar colours
-Automatic sorting of tiles in the list. Currently, if you add new tiles/move existing tiles around, their list order doesn't change to reflect this unless you save/reload.
-Mirror function. Possibly Flip function as well (the perspective makes this difficult).
-Highlight individual tiles on the right pane
-Select tiles from the right pane
-Auto-Z data tool which works in a manner similar to whatever the developers used
-Shrink To Fit Extra data
